The International Safeguards Division (ISD) and the Japan Chapter of the Institute of Nuclear Materials Management (INMM) and the European Safeguards R&D Association (ESARDA) are pleased to announce the sixth in a series of joint INMM – ESARDA workshops, to be held on October 6 - 9, 2008 in Tokyo, Japan.
The previous joint workshops were held in 1996 in Arona, Italy, hosted by ESARDA; in 1998 in Albuquerque, USA, hosted by INMM; in 2000 in Tokyo, hosted by the Japan INMM Chapter and ISD; in 2003 in Como, Italy, hosted by ESARDA and the European Commission Ispra Joint Research Centre; and in 2005 in Santa Fe, USA, hosted by INMM. The first three workshops addressed the topic “Science and Modern Technology for Safeguards.” The 2003 Workshop addressed the topic “Safeguards Perspectives for a Future Nuclear Environment”“. The 2005 Workshop addressed the topic ““Changing the Safeguards Culture: Broader Perspectives and Challenges.”
These workshops afford attendees the opportunity to informally and actively participate in the discussions and to interface with experts, program managers and policy makers.
The topic selected for the 2008 INMM/ESARDA Workshop is:
“Meeting Safeguards Challenges in an Expanding Nuclear World.”
The Workshop will address in depth the current issues in international safeguards and the non-proliferation regime, under the main themes: Safeguards implementation and State evaluation; Technical progress: The safeguards toolbox; Safeguards and Non-proliferation Policy and Institutional Issues; and Academic and Applied Safeguards and Non-proliferation Programs in Asia, Europe and the U.S.
The Workshop will have opening and closing plenary sessions and two days of parallel Working Group sessions. Four Working Groups, each led by co-chairs, will address the Workshop themes. Experts will introduce the particular topics in each Working Group with time allotted for full discussion. The Working Group Chairs will present the Working Group results at the Closing Plenary session.

2008 INMM/ESARDA TOKYO WORKSHOP THEMES
WG 1 -- Safeguards Implementation and State Evaluation
Subtopic 1: Emergence of state-level safeguards
The discussion will address bringing in state-level approaches and integrated safeguards; and views of safeguards authorities and facility operators (unpredictability, mailboxes).
Subtopic 2: Directions for future safeguards implementation
The discussion will address safeguards in the Asia/Pacific region, Latin America and in Europe; the role of regional offices and regional systems; and safeguarding large and sensitive facilities.
Subtopic 3: Safeguards from other viewpoints
The discussion will address developing the new safeguards culture; safeguards resources and costs (handling new facilities and special cases), and other safeguards perspectives.
WG 2 -- Technical progress: The safeguards toolbox
Subtopic 1: The information complex: supporting state-level safeguards
The discussion will address turning raw data into knowledge and action; and the experience with, development of and future prospects for information sources.
Subtopic 2: Technologies to support state-level safeguards and a growing nuclear world
The discussion will address unattended and remote monitoring experience and prospects; safeguards technologies for large and sensitive facilities, and what new safeguards approaches and technologies will be needed for the new generation of reactors and fuel cycle facilities.
Subtopic 3: Tools for detecting undeclared nuclear material and activities
The discussion will address the experience, development, future prospects for environmental sampling; the experience, development, future prospects for satellite imagery; and other issues in the detection of undeclared activities.
Subtopic 4: Safeguards technology and equipment for the future
The discussion will address new perspectives on safeguards R&D; new and novel safeguards technology; and challenges in turning technology into safeguards equipment.
WG 3 -- Safeguards and Non-Proliferation Policy & Institutional Issues
Subtopic 1: Dealing with compliance issues, special cases and non-State actors
The discussion will address how questions about compliance with States’ obligations can be addressed and resolved; the special case of Iran; the special case of DPRK; and issues concerning non-State actors (including safeguards - export control interfaces and procurement networks).
Subtopic 2: The non-proliferation – safeguards interface: crosscutting issues
The discussion will address the case of India; supply assurances; spent fuel take back; multinational and multilateral activities (MNA), “break out”; and non-proliferation, disarmament and the NPT Review Conference.
Subtopic 3: Broader considerations on the non-proliferation regime
The discussion will address proliferation considerations in INPRO, GEN IV and GNEP; safeguards and nuclear security interfaces and integration; fissile material cut off (FMCT); and the non-proliferation – climate change dichotomy.
WG 4 -- Academic and Applied Safeguards and Non-Proliferation programs in Asia, Europe & U.S.
This working group will feature interaction between educators that will include presentations and discussion on topics such as the emphasis on non-proliferation(including export control), the lessons learned from the first programs, and the applied – policy dichotomy.
