CFN Jumpstart Operations Plan

Overview

While the CFN Director has line management responsibility for his/her staff, the operations philosophy for the Center for Functional Nanomaterials (CFN) is the same as for all BNL organizations, that is, that the involved department/division that has "ownership" of a facility is responsible for the safe and efficient performance of all personnel and equipment in the facility. This philosophy is especially important for the CFN that currently has scientific activities ongoing at a number of BNL science department facilities. CFN science activities currently fall into two categories: scientific work performed by CFN staff (the subject of this operations plan) and science performed in the Jumpstart User Program. Some Jumpstart work is currently performed offsite at the Lucent Nanopatterning facility. This plan will be revised when the CFN facility is operational.

Applicability

  1. This Operations Plan applies to all work, both scientific and administrative, performed by CFN staff in BNL facilities. This work currently takes place in Buildings 480, 510, 555, and 703.
  2. This operations plan does not apply to the CFN Construction Project that complies with its own Project Execution Plan.
  3. Users participating in the CFN Jumpstart Program must comply with operational requirements that can be found on the CFN website. These requirements are designed to insure that work planning and training for CFN User experimental work is in place for all activities in each of the participating departments.
  4. Work performed offsite is evaluated according to the requirements described in the SBMS Work Planning and Control subject area. A general practice is that as a minimum, CFN staff working offsite must comply with all operations requirements of the off-site organization. The CFN Director or formal designate is responsible to make sure that personnel in these situations have appropriate training to perform assigned work.

Operational Activities and Programs

The CFN management and staff are responsible for conducting their work in compliance with all BNL SBMS Management Systems and Subject Areas including: Training and Qualifications, Integrated Assessment (including developing Self-Assessment Plans), and Quality Management. The CFN management and staff will comply with all Laboratory level requirements when performing work in other department's facilities; in particular the CFN will comply with the following programs in these situations: Work Planning and Control, Experimental Safety Review, Environmental Management System, Tier I Inspections, Radiological Control, Building Management, and Local Emergency Plans. ESRs (Experimental Science Reviews) and SAFs (Safety Approval Forms) will be reviewed and approved by the CFN Safety Officer prior to submittal to the appropriate facility ESH Coordinator.

Organizational Responsibilities

The organizational functions that are required to sustain safe and efficient performance by CFN staff are indicated in the table below. The BNL staff that are fulfilling these functions are also indicated in the table. In some cases, memoranda of understanding between the CFN and other BNL organizations may be required to formalize the relationships shown in the table.
