Agreement Sets Stage for Environmental Management Reforms

March 1998

History

Under an agreement between the Department of Energy (DOE) and the U.S. Environmental Protection Agency (EPA), the Laboratory developed a program-by-program blueprint in pollution prevention, waste minimization, and compliance with environmental safety regulations.

The Memorandum of Agreement (MOA) was signed on March 23, 1998. The activities covered included conducting a facility-wide process evaluation of all experimental and industrial-type operations to identify all waste streams generated to determine their compliance status with waste management and handling regulations. BNL also developed a five-year annual audit program to evaluate progress in implementing an effective Environmental Management System designed to assure full compliance with regulatory requirements and provide for continuous improvement in environmental stewardship.

On December 17, 1998, BNL announced that it was implementing a new Environmental Management System that adopted the International Standards Organizations (ISO) 14001 standard for environmental management. ISO 14001 provided a framework for the Lab to plan, monitor, and improve environmental performance. The new system also increased emphasis on regulatory compliance, pollution prevention, and community outreach.
