Fleet
Managers Learn About Pollution Prevention at Brookhaven Lab: April 30, 2004
— Alternative-fuel vehicles, vegetable-based hydraulic fluids, and re-refined
motor oil are a few of the technologies that the U.S. Department of Energy's
Brookhaven National Laboratory uses to protect the environment while reducing
waste disposal costs through pollution prevention. These and other technologies
have proven to be so successful that Brookhaven Lab and its Community Advisory
Council — a group of about 30 member organizations that represent business,
civic, education, employee, community, and environment and health organizations
— hosted a free one-day workshop at the Laboratory on fleet-maintenance
pollution-prevention techniques to spread the word to local businesses and
government agencies on how to economize and be earth-friendly in managing large
numbers of vehicles. About 50 participants attended the workshop, and they came
from a variety of institutions, including the Towns of Brookhaven, Huntington,
Oyster Bay and Southold; Northrop Grumman Corporation; the Riverhead Central
School District; Suffolk County Water Authority; and United Parcel Service.
Workshop speakers included Brookhaven experts as well as guest speakers from the
New York State Department of Environmental Conservation and KeySpan. In
addition, several vendors supplying pollution prevention products/techniques
were also on hand.
BNL Wins
USEPA Environmental Quality Award: In April 2004, the USEPA Region II
announced that Brookhaven National Lab was awarded the 2004 Environmental
Quality Award for the creation and management of the Upton Ecological Research
Reserve. The award was presented to Dr. Tim Green (BNL), Peter Kelly (US Fish &
Wildlife), Jeremy Feinberg (US Fish & Wildlife) and Frank Crescenzo (USDOE).
BNL Wins DOE
Office of Science "Best in Class" Award: In March 2004, the DOE Office of
Science announced that Battelle Memorial Institute was awarded the 'Best in
Class' Pollution Prevention award for "Corporate Committment to Environmental
Stewardship and Environmental Management Systems". The team represented in the
nomination was Brookhaven National Lab, Oak Ridge National Lab, and Pacific
Northwest National Lab. BNL was the first DOE National Lab to implement an EMS
and become registered to the ISO 14001 standard. BNL's EMS and pollution
prevention program were featured in the nomination.
FY04 P2 Projects: On
February 6, 2004, the BNL P2 Council announced the winners of the "Return on
Investment" funding competition. In FY04, the Council funded four proposals,
investing a total of about $43,500. The savings generated by the projects is
estimated at $31,000 the first year, for an average payback period of only about
1.4 years. In FY04, eight out of the fifteen proposals submitted (53%) and three
of the four proposals awarded funding (75%) by the P2 Council were from
scientific staff. This continues a positive trend starting in FY01, and is
further evidence that pollution prevention planning is well integrated into the
work planning process. Additionally, the ISO 14001 Environmental Management
System emphasis on pollution prevention and establishing objectives and targets
to reduce environmental impact also drive these positive trends. See the Cost Savings section of the P2
Information Source for more details.
FY04 CALL
FOR PROPOSALS: The BNL Pollution Prevention Council issued it's annual Call
for Proposals on November 17, 2003. The P2 Council
seeks ideas and proposals from all BNL staff that will reduce waste, improve
recycling, conserve resources and save money. If you
have ideas, please contact your P2 Council member (See the Committee Handbook on
SBMS) or your ECR. Check the Request Funding section
below for all the details. Proposals
are due by December 17, 2003, but
will be accepted all year. Funding will be
awarded by the P2 Council by mid-January 2004.
FY03 P2 Projects: On
February 5, 2003, the BNL P2 Council announced the winners of the "Return on
Investment" funding competition. In FY03, the Council funded eight proposals,
investing a total of about $96,000. The savings generated by the projects is
estimated at $88,000 the first year, for an average payback period of only about
1.2 years. In FY03, eleven out of the nineteen proposals submitted (58%) and six
of the eight proposals awarded funding (75%) by the P2 Council were from
scientific staff.

New
DOE Pollution Prevention and Energy Efficiency (P2E2) Goals were
issued by Secretary Richardson on November 12, 1999 at the DOE Pollution
Prevention Conference. The goals run from year 2000-2005 and are broad in scope
and VERY aggressive. Read the full text of the new goals on the link.
FY04 Contract Performance
Measure for
Pollution Prevention have been negotiated with the DOE-Brookhaven
Group. The goal is to foster full participation in the BNL P2 program. The logic
is that we accomplish full and active participation, we will achieve the overall
goals of continuing to reduce waste, conserve resources and saving money. The
text of the FY04 P2 goal follows;
The weight of this measure is 20%.
Objective
BSA will continue to develop and promote programs that improve environmental performance, effectively and efficiently managing and/or reducing environmental risks.
Purpose and Supporting Information
Investment in pollution prevention can help BSA reduce costs, create a safer workplace, and help protect the environment at the same time. The Laboratory’s Pollution Prevention (P2) is focused on incorporating P2 into work planning (facility design, experimental review, process assessment, and work planning). Proposals for funding P2 opportunities are submitted to the Laboratory Pollution Prevention Council based on several factors, including funding availability, return on investment, and achieving goals associated with specific waste streams. Project plans are developed to an appropriate level based on complexity for funded P2 projects. This measure focuses on driving site-wide involvement in the Pollution Prevention Program. It will help develop a rich database of P2 opportunities so when funding becomes available we are prepared to take advantage of the opportunity. It enhances the communication of best practices and lessons learned. Greening the Government P2 goals are incorporated into the evaluation criteria for funding P2 projects. Additionally, having clear evidence of site-wide management commitment to, and implementation of, P2 initiatives, helps the Laboratory to be recognized as leaders in the DOE community and improves our chances of obtaining additional P2 funds. Savings and benefits from P2 projects only begin to accrue upon implementation, therefore successful implementation of proposed projects benefits the Laboratory and the measure includes implementation incentives.
