Criteria for Submitting an Improvement Project
Introduction
An essential purpose of the Safety Solutions Program at BNL
is to seek alternative funding to implement health & safety improvement
projects. In addition to the traditional source of line organization
operating funds, the S2 Program provides a limited amount of
funding to support worthwhile projects.
The BNL S2 Council, a committee with a representative from
each BNL Directorate, reviews S2 proposals and awards funding
to those projects that best meet the criteria listed below. The S2
Council seeks ideas and proposals from all BNL staff that will
improve worker and facility health and safety. The council encourages
all staff to submit proposals at any time using the
submittal form. The council will hold proposals until funding is
distributed after the evaluation process. Contact your
ESH Coordinator for assistance in completing the required documentation.
FY09 CALL FOR PROPOSALS: The BNL
S2 Council is issuing its Call for Proposals which are
due by January 30, 2009
(for FY09 evaluation), but will be accepted all year.
Criteria for Ranking S2 Proposals
Proposals will be evaluated based upon the following criteria:
- The project increases worker safety awareness and involvement.
- The project eliminates or significantly reduces an occupational
safety and health hazard.
- The project eliminates or significantly reduces the use of toxic,
radioactive, and/or hazardous hazard that results in worker exposure
above occupational exposure limits.
- The project corrects or prevents noncompliance and/or eliminates or
significantly reduces a health or safety hazard.
- The project supports and is aligned with the Laboratory Critical
Outcomes and Performance Measures.
- The project has a good return on investment (ROI). ROI will be
calculated by determining the payback period. The calculation of payback
period is performed by dividing the Total Project Cost by the Annual
Project Savings. A three year payback period will be considered a
'good' ROI.
- The project has a high likelihood of successful implementation.
- The project can be implemented within the fiscal year.
- The project has an identified champion who will implement
completion.
