Aviation operations present the potential for serious injury, death, and property damage, therefore, it is essential that these operations, conducted by or for Brookhaven National Laboratory (BNL), are performed in the safest practicable manner. Safety of the crew and passengers will at all times be considered paramount over other flight objectives. Pilots and scientific personnel are required to plan missions from a standpoint of safety. Should there be any doubt concerning the safe completion of a planned flight every alternative method shall be considered, including cancellation of the project. All operations shall be in full compliance with applicable Federal, State, and Local Aviation Regulations, and the requirements of this Standard, except as necessary to deviate for emergency situations.
