3.     Safeguards Requirement Identification

        3.1    What is needed, why and when:

The Section for Attended and Unattended NDA needs an expert on data acquisition software and software development, with experience in nuclear instrumentation.  A number of new unattended systems needs to be developed to meet Operations requirements, particularly the JMOX project in Japan and the completion of the Rokkasho Reprocessing Plant (RRP), also in Japan.  Other unattended monitoring development projects include supporting event and preventative maintenance for instrumentation and data transfer functions at RRP, spent fuel cask storage and transportation monitoring, and monitoring system for new conditioning facilities at Chernobyl.  The expert will be involved primarily with the development of software, and must have an extensive background in modern software development.  Additionally, the expert needs to have a very good understanding of nuclear measurement and detector technology, and must have a long, successful experience in the development and deployment of unattended measurement data acquisition software.  Expertise in project management is also important.

 

WHEN: Rokkasho, Chernobyl, and JMOX are currently ongoing.  JMOX is expanding considerably and will be the focus of these efforts, particularly in the development of the JADE software.  Approval of CFE should take place in 2007.

        3.2   How will the task results be used and by whom?

The expert will be used by TAU section to develop new unattended monitoring software for the data acquisition of nuclear measurements for detection of undeclared material and facilities.

        3.3   Consequences if task is not performed:

TAU section will not be able to respond to in the time frame SGO requires for the development and deployment of new unattended monitoring systems, particularly JMOX.  If a CFE is not provided then it may be difficult for TAU to provide timely delivery unattended instrument systems for other deployments as well.
