3.     Safeguards Requirement Identification

        3.1    What is needed, why and when:

The Section for Attended and Unattended NDA needs an expert in data acquisition electronics.  The particular focus will be the JMOX project in Japan, but other efforts will include the Rokkasho Reprocessing Plant (RRP) and a number of new unattended systems which will be developed to meet Operations requirements.  New unattended monitoring development projects include spent fuel cask loading monitoring for specific LWRs and the Chernobyl monitoring project.  The expert needs to have a very good understanding of nuclear measurements and must have experience of the development and deployment of unattended measurement equipment.  Expertise in project management is also important, as well as an understanding of spent fuel reprocessing and fuel fabrication. 

 

WHEN: Both JMOX and LWR projects require a CFE in the early part of 2008.  Therefore, acceptance of this SP1 should be made not later than the end of 2007.

        3.2   How will the task results be used and by whom?

The expert will be used by TAU section to develop and deploy new unattended monitoring systems and for the development of data acquisition electronics for unattended monitoring systems.

        3.3   Consequences if task is not performed:

TAU section will not be able to timely respond to the request of Operations for the development and deployment of new unattended monitoring systems, particularly the JMOX project.  Presently, the section workload is reaching critical proportions, either more resources are provided especially to the Project Engineering Unit, or TAU will be forced to start delaying projects.
