3.     Safeguards Requirement Identification

        3.1    What is needed, why and when:

The evaluation of States' nuclear activities and the preparation of safeguards conclusions require the collection and analysis of an extremely wide and diverse information base.  SGIM supports the State Evaluation process by collecting, structuring, and analysing the full spectrum of information available, including open source scientific and technical literature.  This activity requires a Senior Safeguards Technology Analyst with broad and deep knowledge of nuclear technologies and their proliferation significance, and extensive experience working on nonproliferation or safeguards analytical tasks.  The Senior Safeguards Analyst will provide analytical support to high priority State Evaluations as well as responding to special requests for analytical support.  In addition, he/she will assist with the development and implementation of a new scientific and technical information review process that will provide regular updates to the department on technical developments of Safeguards or non-proliferation interest.  The Senior Safeguards Analyst will also provide training to SGIM and operations divisions staff in technologies of proliferation concern and proliferation indicators.

        3.2   How will the task results be used and by whom?

The research results will be used by SGIM and the operations divisions as input into State Evaluations, to support inspection and complementary access activities, and in ongoing Agency investigations into procurement networks.  The task will also allow SGIM to develop enhanced skills in scientific and technical information collection strategies and information analysis.  CFE support for State Evaluations will be utilized in the preparation of State Evaluation reports which form a basis for the Department's annual conclusions on Safeguards Implementation in States.

        3.3   Consequences if task is not performed:

SGIM will not be able to provide in-depth research required for State Evaluation and the drawing of strengthened safeguards conclusions.  The preparation of ad hoc reports on proliferation and safeguards issues derived from open sources and State declared information would also be less timely.  Furthermore, SGIM would not be able to strengthen the information collection capability and the technical expertise of its staff.
