3.     Safeguards Requirement Identification

        3.1    What is needed, why and when:

The assistance of a Junior Professional Officer is needed to assist in the Section for Technical Support Coordination (TTS).  Division of Technical Support to carry out the objectives of the R&D Project SGTS 006 (Destructive Analysis of Nuclear Material for SG) with, in particular, the development of the Network of Analytical Laboratories (NWAL) for nuclear material analysis.

The JPO will assist in the development of managerial tools for coordination of the distribution of the analytical samples within NWAL and maintain an associated documentation.  This development should be consistent with the quality manual requirements and will require a detailed technical assessment of the current NWAL arrangements.

        3.2   How will the task results be used and by whom?

The results will be used by the Department of Safeguards to more effectively monitor the information and increase the coordination between SGTS/TTS, SGIM/IDS, the Seibersdorf Laboratory and the members of the NWAL.

        3.3   Consequences if task is not performed:

Lack of coordination between the different actors in the process of distribution of samples within the NWAL could generate additional delays in the analytical chain.
