3.     Safeguards Requirement Identification

        3.1    What is needed, why and when:

A Junior Professional Officer is required to assist with the review and analysis of open source information.  The increasing quantity of information of safeguards relevance requires extensive analysis in order to contribute to safeguards conclusions.  A JPO with training in information analysis and evaluation would be able to assist in reviewing incoming information and conducting initial assessments and analysis.  The JPO is required by Summer 2008 in order to ensure that tasks performed by the current JPO are continued without interruption.

        3.2   How will the task results be used and by whom?

The Department's increased capabilities in open source information collection require an equivalent increase in the ability to review and analyze the collected information, especially in order to provide input to the state evaluation process.  Under the guidance of a Senior Information Analyst, the JPO will conduct initial evaluation and analysis of information and produce draft reports.  The JPO will also assist in the selection and entry of data into databases and will use specialized information analysis software tools to construct analytical models.  The results will be used in SGIM ICA analytical products that will be provided to the operations divisions and the DDG's office.

3.3   Consequences if task is not performed:

SGIM ICA will not be able to meet the increasing demand for open source information analysis in support of the state evaluation process and ongoing Safeguards investigations.  As a consequence, some analytical issues may not be addressed in a timely manner resulting in a reduced confidence in the safeguards conclusions.
