Subject:  Request for extension of Existing Scope of Work:  AWST Contract for SAL ILIMS (Task D.156.01)
 

Dear Ms. Hoffheins,

As you know, AWST is supporting the ILIMS development project for the Safeguards Analytical Laboratory (SAL) under a US Support Program task order, assigned in October 2007 (Contract Number 99772, Task Order 2 [USSP-T02]). As of June 2008 this contract is almost at an end. SAL wishes to extend AWST's support contract, expanding on the work already done under the current task order.

Below is a listing of the new ILIMS project objectives and tasks that are to be executed by AWST.  The three high level objectives are the same as those in the original task order [USSP-T02]. The new tasks under each objective have been discussed and confirmed in several meetings between SAL and AWST.

Objective 1: Documentation. Provide authoring and review of ILIMS project documentation.

Individual Tasks under Extension

1.1  Update of the existing ILIMS Software Architecture Document [ILIMS-SAD] to reflect the software as it has been implemented.

1.2  Update of the SAL and SAL/CL LIMS User Requirements document [LIMS-REQ], last revised in 2003.

1.3  Authoring of a user manual for the ILIMS.

1.4  Authoring and review of other ILIMS project documents as needed by SAL.

1.5  Peer Review of ILIMS project documents produced by SAL, such as the MSDES test plan.

Objective 2: SAL Data Integration with Safeguards. Support the ILIMS development team in developing a working software subsystem to automate the integration of SAL Sample Analysis data with the IAEA Safeguards IDS unit. SAL has selected one area of data integration functionality as having the highest priority: this is the proposed Sample Analysis Results Transfer (SART) subsystem. SART will automate the transfer of sample analysis results from SAL to SGIM/IDS.

Individual Tasks under Extension

2.1  Complete the requirements analysis for SART and produce an updated [SDIS-SRS] document.

2.2  Develop the SART XML schema and produce sample XML instance documents conforming to the schema.

2.3  Develop XSLT templates to convert the XML instance documents into the Fixed Column and Comma-Separated formats used by SGIM/IDS
       for DA and ES data.

2.4  Document the XML schema and XSLT templates.

2.5  Test the XML schema and XSLT templates.

2.6  Support SAL in integration testing the completed SART functionality. This may include the authoring ofa Test Plan document.

Objective 3: MSDES Excel Tool Enhancement. Continue the refactoring and enhancement of the MSDES (Mass Spectrometry Data Evaluation Software) Excel tool.

Individual Tasks under Extension

AWST's new tasks are to complete the refactoring and enhancement of MSDES and to create a production-standard release of the tool with a full test-cycle and supporting deliverables.

3.1  Complete the refactoring ofthe MSDES VBA code.

3.2  Enhance MSDES to work with Peak Jump data.

3.3  Enhance MSDES to work with the IUMS PLlSQL layer when reporting Mass Spec data.

3.4  Improve the MSDES test plan and test data sets.

3.5  Update the technical documentation ofthe MSDES code.

3.6  Update the MSDES requirements specification [MSDES-SRS].

3.7  Write a user manual for MSDES.

3.8  Test the enhanced MSDES.

3.9  Produce a finalised MSDES production-ready release with setup program and installation instructions.

The contract duration will be until the delivery date of ILIMS and its supporting documentation, tools and other deliverables.

At this stage it is not possible for AWST to provide an accurate effort estimate for all of the objectives without a clearer scope definition and further requirements analysis. It is therefore suggested that the task order to AWST for ILIMS work be in the form of a level-of-effort contract with a not-to-exceed ceiling. In fact it may be possible to extend the existing task order, since both the major objectives and the contractual arrangements will remain unchanged. Under this arrangement AWST will charge for:

  • Hours worked, charged at the specified AWST rate for the labour category in question. An estimated number of hours can be agreed for each objective following more detailed discussion of the tasks.
     

  • Other direct costs incurred (e.g. cost of trips from Vienna to SAL).

Should SAL wish to task additional work to AWST that would exceed the overall ceiling of the task order, another extension can be negotiated following estimation of the effort required.
