Senior Safeguards Inspector (Section Head), P5

University degree in physics, chemistry, engineering or nuclear science. Fifteen years of work experience required, of which three years should have been at the international level. Experience in the management of staff. Excellent command of written and spoken English. Knowledge of Arabic, Chinese, French, Russian or Spanish desirable. Supervises the collection of information and data on safeguards implementation. Supervises the evaluation of safeguards implementation against the safeguards criteria. Supervises the evaluation of safeguards implementation under the additional protocol and for States under an integrated safeguards regime. Assesses the effectiveness of safeguards implementation at facility level and State level. Carries out quality control assessment at the specific request of the Deputy Director General for Safeguards. Prepares and monitors the yearly Departmental consolidated action plan for improving safeguards implementation focusing on the "State as a whole". Supervises the process of data collection regarding the annual Safeguards Implementation Report (SIR). Quality controls the data in the SIR and ensures its timely completion for presentation to the Board of Governors along with completion of the relevant Safeguards Technical Report containing the SIR supporting data. Ensures effective feedback of the results to the safeguards Divisions/Sections.

University degree with emphasis in a nuclear discipline, supplemented by in-depth theoretical and practical training in areas relevant to safeguards. Fifteen years’ experience required, of which three years should have been at the international level. Experience in the management of staff. Excellent command of written and spoken English. Prepares for and takes part extensively in Agency safeguards inspections. Reports on the results of these inspections, and thereby not only provides the Agency with the basis for assuring the international community that the inspected States are complying with safeguards agreements but also further deters non-compliance. Ensures that all Agency equipment issued to or used at any facility under his/her responsibility is properly used and cared for, and that proper custody and safekeeping are provided.

University degree with emphasis in a nuclear discipline, supplemented by in-depth theoretical and practical training in areas relevant to safeguards on a level comparable to a second university degree. Fifteen years of experience required, of which five years should have been at the international level, preferably in the areas of chemical reprocessing, plutonium conversion and mixed oxide fuel fabrication, with extensive safeguards experience. Experience in the management of staff. Excellent command of written and spoken English. Knowledge of another official Agency language (i.e. Arabic, Chinese, French, Russian or Spanish) desirable. Performs inspections by applying nuclear materials accounting, measurements and containment/surveillance. Interacts with facility personnel and State officials in obtaining the necessary access to records and documentation. Analyses and evaluates extensive amounts of data collected from various sources (facility records and design information, States' reports, inspection results and Agency computer services); reviews the evaluation of inspection results and the conclusions drawn by members of the inspection team; plans, coordinates and integrates the activities of the staff supervised; and participates in negotiations of safeguards agreements with other countries.

Fifteen years of experience in the nuclear industry, nuclear research or nuclear related activities, including some experience in safeguards. Familiarity with computers and computerized instrumentation is desirable with progressively more responsible management experience. Ability to build and manage teams and to create an enabling work environment including the ability to lead, supervise and evaluate staff effectively. Fluency in English, French, Russian or Spanish. Plans, schedules and carries out inspection activities. Organizes and directs the activities of a Section. Ensures that appropriate procedures are adhered to. Assists the Director in coordinating the work of the Section in the context of Divisional requirements. Systems Analyst, P4

University degree in computer science or a related field. Ten years of relevant practical experience in programming and system administration. Experience in staff management. Excellent command of written and spoken English. Reviews proposals and solutions submitted by system designers and development programmers, especially with regard to their cost-effectiveness, technical soundness and user acceptance. In highly complex environments: studies and understands the existing data treatment procedures; draws conclusions as to the cost-effectiveness of computer solutions; performs functional and data analysis; recommends solutions for data flow, procedures to be performed and reports to be produced; and supervises the timely implementation of data processing development projects in the safeguards environment.

University degree or equivalent in computer science or a related field. Six years of relevant practical experience including three years of recent experience with the development of client-server applications. Excellent command of written and spoken English. Works with users in defining and analysing user requirements for software and hardware applications. Performs the design, development and implementation of software, including training, as well as the identification and implementation of hardware and the associated documentation for stand-alone, LAN and in-field applications. Performs continuing maintenance and support of existing systems. Performs quality control and quality assurance of the software developed to ensure that it meets user requirements, is properly tested, adequately documented and conforms to established standards designed to promote reliability, accuracy, ease of use and maintainability. Contributes to the establishment of standards for software and hardware technology. Advises on the selection and implementation of software development tools.

Safeguards Data Analyst, P4

University degree in chemistry or physics and substantial experience with measurement systems for various nuclear properties and analysis of measurement data. Ten years of relevant work experience. Excellent command of written and spoken English. Knowledge of Arabic, Chinese, French, Russian or Spanish an asset. Works toward a detailed understanding of the sources of variability in DA (destructive analysis) and NDA (non-destructive assay) measurements with the goal of improving variability estimates, measurement quality and quality control. Contributes to continuing efforts to improve error estimation algorithms and material balance analysis algorithms. Participates in the implementation and evaluation of new approaches, such as environmental sampling, for safeguards. Contributes to the design of on-site measurement capabilities, including the preparation of procedures and quality assurance systems. This requires detailed knowledge of DA techniques and safeguards approaches. Trains inspectors on the nature of measurement variability, the interpretation of variability estimates and the implementation of measurement control programmes.

University degree in physics, chemistry or engineering supplemented by in-depth theoretical and practical training in areas relevant to safeguards. Six (P3) and ten (P4) years of relevant "hands-on" experience in the nuclear field, preferably in the operation of nuclear fuel cycle facilities. Knowledge of nuclear fuel cycle facilities and reactors. Knowledge of enrichment and reprocessing facilities an asset. Ability to assimilate and analyse situations and new concepts. Familiarity with PC applications. Ability to exercise interpersonal skills to work in a team of inspectors of different nationalities. Excellent command of written and spoken English and experience in writing analytical reports in English. Knowledge of other official languages desirable. Prepares for and takes part in Agency safeguards inspections. Evaluates and reports on the results of these inspections in order to provide the Agency with the basis for assuring the international community that the inspected States are complying with safeguards agreements and in order to deter non-compliance. At the P4 level, acts as a facility officer for complex or sensitive facilities and provides technical input to the negotiating team and liaison committee working groups. In addition, assists a Unit Head in organizing the work of the Unit, deputizes in his/her absence and provides assistance to a Section Head.

Senior Nuclear Safeguards Inspector (Unit Head), P4

University degree in physics, nuclear science or engineering. Knowledge of and experience in safeguards equivalent to a second degree. Ten years of relevant working experience. Experience in the management of staff. Excellent command of written and spoken English. Supervises, coordinates and follows up the activities of a Unit. Assures the reporting adequacy of inspection activities through the review of IDPs (inspection documentation packages). Assures the adequacy of statements dispatched to States from the legal and technical point of view and reviews their consistency with inspection reports and the Agency's requirements. Analyses statistics on IDP processing and participates in establishing standards of performance for IDPs. Ensures that the computerized inspection report (CIR) quality control system is kept up to date.

 

Surveillance & Monitoring Specialist, P4

Advanced university degree or equivalent in electronics or computer engineering. Specialization in digital imaging and computer networks would be an advantage. Ten years of relevant work experience in the design and testing of analogue and digital based vision products, networks, communications, unattended process monitoring, power systems and lighting. Experience in the technical management of projects. Very good command of spoken and written English including the demonstrated capability to write technical reports. Initiates, monitors and evaluates surveillance development tasks, methods and techniques for unattended and remote applications. Provides expert assistance to the Operations Divisions on the implementation and operation of surveillance and other unattended monitoring equipment for safeguards purposes.

University degree in electrical engineering, nuclear engineering or physical sciences. Safeguards experience an advantage. Fifteen years of relevant experience. Experience in the management of staff. Very good command of written, spoken and technical English. Manages the development, evaluation and authorization of safeguards equipment systems, particularly those involving containment, surveillance and monitoring of nuclear and associated processes, and the operation of safeguards equipment system networks within a nuclear facility. Provides expert assistance to the Operations Divisions on the use of instruments, methods and techniques. Assists in the gathering of Operation Division user requirements, writing technical specifications, specifying and undertaking laboratory and field test programmes and carrying out performance monitoring during field testing prior to acceptance for inspection use.

Advanced university degree or equivalent in a physical science, i.e. nuclear physics or associated engineering disciplines. Ten years of relevant work experience with emphasis on NDA (non-destructive assay) systems engineering and applications. Very good command of written and spoken English. Ensures the appropriate transition for equipment being developed, evaluated and implemented for inspections from initial to routine implementation, support and eventual retirement. Verifies that equipment safety, documentation and maintenance requirements are adequately addressed and arranges official authorization of equipment for routine inspection use. Provides expert assistance to the Operation Divisions and to support technicians on the use of safeguards instruments, methods and techniques. Supports development projects related to neutron and gamma resident NDA equipment required for safeguards use.

University degree or equivalent in nuclear science, administration or education. Ten years of combined experience in the nuclear industry of which a minimum of four years must be as an international or national safeguards inspector. Experience in training and teaching in relevant areas. Excellent command of English including the ability to teach technical subjects. Knowledge of other official Agency languages (Arabic, Chinese, French, Russian or Spanish) desirable. Analyses, designs and implements training activities (primarily internal courses) offered by the Training Section with direct responsibility for ensuring the instructional integrity of the training courses offered by the Section for the Department of Safeguards.

Takes overall responsibility for planning, setting work goals and priorities, providing technical overview and guidance to members of a Section, and monitoring and reporting on the Section’s work progress. Organizes and directs the Section’s activities. Coordinates and advises on the preparation of the Department’s equipment budget. Identifies and coordinates the implementation of issues of importance to safeguards analytical services. Oversees that the Department’s equipment inventory management is in compliance with the Agency’s Administrative Manual on Property and Accountability.
