What We Buy and Donít Buy

To do business with BSA, you must first do your HOMEWORK & research what we buy. We have saved you some time by summarizing how and what we buy.

Brookhaven National Laboratory is the small town of Upton, NY and we buy everything a small town buys (as well as scientific equipment, supplies and services).

We attempt to procure our products and/or services from qualified, competent and reliable Small businesses; Small Disadvantaged/8(a); Small Woman-Owned; Small HUBZone; Small Veteran-Owned; and Small Service-Disabled Veteran-Owned whenever possible.

If you sell a product and/or service (other than the products and/or services mentioned below) and you can provide quality, reliability, competency in superior products and/or services at a reasonable price, then we would like to talk to you.

Provide a concise capabilities statement to our Small Business Liaison Officer - Jill Clough-Johnston at clough@bnl.gov detailing the type(s) of small business you are, the products and/or services you would like to sell us and justification of why you should be considered as a supplier to BSA.

We RARELY, if ever, buy these products and/or services on the open market:

Advertising/PR Services
Direct mail services
Food Products/Services
Healthcare Services
Legal & Medical Services
Military Products/Services
Photography Services
Printing Services
Web Design/Hosting
These services are provided in-house or procured from other government agencies, as required by law.

We do NOT presently need new sources for:

Computer Equipment/Services; IT Services; and/or Janitorial/Laboratory/Office/Safety supplies. This is because we already have many small business suppliers for these products and/or services.

Construction Contracts:

You must first submit a pre-qualification proposal to be considered for any construction contracts.  But before doing this, contact one of our construction Contracts Specialists (for example: Philip Gardner at 631-344-5475) to learn when the next review of new applications will take place.

Contractors must submit all of the following documentation for consideration:

a) Construction contractor Pre-Qualification Questionnaire
b) Contractor Safety Record
c) Asbestos Exclusion Certification
d) Classes of Work
e) Representations and Certifications

Once you have submitted these documents, your documentation will be reviewed by a selection panel, and if approved, you will be required to execute a Basic Ordering Agreement (BOA) contract. For an individual construction project, each Contractor with whom the Laboratory has a BOA for that specific type of work will be asked to submit a lump-sum bid based on construction specifications and drawings. The Laboratory will then award a Task Agreement to the low bidder under their BOA.

Our Buyers WANT to buy from small businesses because:

  • It helps BSA meet the prime contract small business requirements with the Department of Energy,
  • It helps grow our economy and it makes good business sense.
