The STAR experiment has proposed to upgrade the inner sectors of the STAR Time Projection Chamber. The upgrade is planned for the RHIC running in 2018 where a second phase of the Beam Energy Scan is being planned. The segmentation of the inner pad plane is being optimized, and new higher density electronics is being developed. In this talk I will discuss the proposed changes in the pad planes, and discuss the electronics ongoing R&D and implementation.
