Barbara Carreras

Barbara Jean (“BJ”) Carreras serves as Brookhaven National Laboratory’s Budget Officer and leads the Budget Office within the Business Services Directorate. In this role, she is responsible for a broad range of business and financial functions, including financial policy development and implementation, budget planning and execution, funding and cost control, financial reporting, and oversight of the Laboratory’s annual budget.

With her many years of service to Brookhaven National Laboratory, Carreras brings extensive institutional knowledge and experience spanning business operations, financial management, strategic planning, and laboratory administration. Her long tenure has provided a deep understanding of the Laboratory’s mission, programs, funding environment, operational priorities, and stakeholder relationships, enabling her to effectively support Brookhaven’s evolving scientific and strategic objectives.

As Budget Officer, Carreras provides strategic leadership for the Laboratory’s annual planning, budgeting, and resource allocation processes. She oversees institutional budget formulation and execution, financial analysis and reporting, indirect cost management, business policy development, and funding oversight for Brookhaven’s diverse portfolio of scientific programs and infrastructure investments. She works closely with Laboratory leadership, the U.S. Department of Energy, and other key stakeholders to ensure sound financial stewardship, long-range planning, and alignment of resources with Brookhaven’s strategic priorities.
