Richard has been involved with the Atmospheric Radiation Measurement Program's eXternal Data Center (XDC) since its inception in the fall of 1996. His background is in atmospheric radiative transfer and atmospheric remote sensing. From 1999 through 2009 he supervised the department's Scientific Information Systems Group, whose staff are all essential for the operation of the XDC. He serves on ARM's Problem Review Board. He is responsible for a class of automated Sun and sky photometers.
