Expertise
Kelly Warren’s portfolio encompasses a diverse range of projects focused on Chemical, Biological, Radiological, and Nuclear (CBRN) technologies. She collaborates primarily with two Department of Homeland Security (DHS) components: the Countering Weapons of Mass Destruction (CWMD) Office and the National Urban Security Technology Laboratory (NUSTL).
For CWMD, Kelly provides programmatic and technical support for detection technology test campaigns, offering both operational oversight and analytical insight. Her program support responsibilities include preparing high-level briefings for DHS leadership, developing and implementing new initiatives, and strengthening strategic partnerships across Federal, State, Local, Tribal, and Territorial (FSLTT) law enforcement and first responder communities.
For NUSTL, she leads and coordinates small expert teams to develop comprehensive Market Survey Reports on emerging radiological and nuclear detection technologies, ensuring accuracy, technical rigor, and relevance to the homeland security mission.
Education
Kelly Warren earned a Bachelor of Arts in Criminal Justice, with a minor in Spanish, from the University of Georgia. She went on to complete a Master of Arts in Global Security Studies at Johns Hopkins University, where she focused on the intersection of nuclear nonproliferation policy, international relations, and emerging security challenges.
