Roy Lebel Named Manager of Brookhaven Lab's New Quality Management Office

Upton, NY - Roy Lebel, who has more than 25 years of experience in quality management, has been named manager of the new Quality Management Office at the U.S. Department of Energy's Brookhaven National Laboratory.
Brookhaven's newly formed Quality Management Office encompasses four functions at the Laboratory: quality programs and services, management services, the integrated assessment program, and standards-based management. The new office was formed as part of an overhaul of the Laboratory's support operations to increase efficiency.
"I am pleased and excited to have the opportunity to serve this institution at this level," said Lebel. "My primary vision for the Quality Management Office is to set high expectations and work hard to understand, aid, and coordinate with senior management to reduce vulnerabilities while adding value to Brookhaven's goal of scientific and operational excellence."
Brookhaven Science Associates, the company founded by Stony Brook University and Battelle of Columbus, Ohio, to manage Brookhaven Lab for the U.S. Department of Energy (DOE), must fulfill more than 400 contract requirements from DOE; federal, state and local governments; and other institutions as part of facilitating scientific research. To manage these requirements, Brookhaven has put in place various management systems that define the way work is to be performed. These management systems are delivered to Lab personnel via a Web-based system known as the standards-based management system.
Lebel worked as a reliability analyst for Pan American World Airways while he earned a B.S. in aeronautics and aeronautical management from Dowling College in 1979. In 1981, he moved on to become a quality engineer at Gull Airborne Instruments, Inc., in Smithown, NY. In 1984, he joined the Harris Corporation in Syosset, NY, as product assurance manager, and, in 1992, he became the quality manager for Brookhaven Lab's Magnet Division, which supplied superconducting magnets for the Relativistic Heavy Ion Collider Project, a position he held until 1996. He then joined Dorne & Margolin, Inc., where he was director of product assurance until 1997. He then became director of operations for North Atlantic Instruments in Bohemia, NY.
In 1999, he returned to Brookhaven Lab as manager of quality operations for the Laboratory's Waste Management Division. In the same year, he was assigned as project manager for the development of Brookhaven's integrated approach to Quality Management. He then became manager of the Laboratory's Quality Programs & Services Office, a position he held until February 9, when the new Quality Management Office was formed.
Lebel served as chair of the Long Island section of the American Society for Quality from 1998 to 2000, and, in 2003, he worked with DOE headquarters and the DOE complex to streamline a nationwide quality assurance organization. In 2003, Lebel was invited to the Korean Atomic Energy Institute in South Korea to lecture on Brookhaven's quality management program. Since 1999, Lebel has been an adjunct instructor in Stony Brook University's MBA program, teaching a course on quality management.
