Fox Named Prime Contract Manager

Kevin Fox has been named prime contract manager for Brookhaven Lab, effective March 25. In this role, Fox is the key liaison between the Laboratory and the U.S. Department of Energy (DOE) Brookhaven Site Office, and is the manager for other mission-critical programs and projects at the Lab.

Fox joined Brookhaven as a contracts specialist in 1992 and since then has held roles of increasing responsibility. He’s previously served as the prime contract manager, acting Business Operations manager, and most recently was the interim manager for Procurement & Property Management (PPM).

“Kevin’s prior work with the prime contract and PPM bring the skill and experience necessary for this position,” said George Clark, Brookhaven’s chief financial officer and Associate Laboratory Director for Business Services. Fox will report to Clark in his new role. “Kevin also has a great institutional knowledge of the Lab that will help him navigate and coordinate contract and audit activity among its directorates and departments.”

The prime contract is the contract between the DOE and Brookhaven Science Associates (BSA) that sets out the terms and conditions for the operation of the Laboratory. BSA is the non-profit partnership between the Research Foundation for the State University of New York on behalf of Stony Brook University, and Battelle that operates the Lab on behalf of DOE.

As prime contract manager, Fox is responsible for negotiating and implementing prime contract modifications, overseeing the Lab’s requirements management program—which defines the contractual and regulatory requirements for Lab operations—interpreting prime contract requirements, and identifying, assessing, and addressing potential risks and compliance issues related to all prime contract deliverables.

He is also responsible for managing the Lab’s financial management assurance program, which includes monitoring internal controls, annual planning, testing, and reporting to Lab senior management and DOE. Fox is also taking on the financial management of the Lab Directed Research & Development Program.

Fox received his bachelor’s degree in business administration from St. Joseph’s College in Patchogue and his master of business administration from Long Island University.
