Environmental Monitoring Plan (EMP)

U.S. Department of Energy (DOE) 436.1A (2023), Departmental Sustainability, requires DOE sites to maintain an Environmental Management System (EMS). An EMS specifies requirements for conducting general surveillance monitoring to evaluate the effects, if any, from site operations. DOE Order 458.1 Admin Chg 4, (2020), Radiation Protection of the Public and Environment, requires DOE sites to maintain surveillance monitoring for determining radiological impacts, if any, to the public and environment from site operations. An extensive environmental monitoring program is one component of the Laboratory's EMS, and the Environmental Monitoring Plan describes this program in detail.

A full review of BNL's EMP is performed triennially, and an annual review is performed to ensure that any changes in permit requirements, facility-specific monitoring activities, trends in analytical data, or responses to stakeholder concerns are addressed.
